Does your medical workforce fit your funding?
The Medical Workforce meeting in Brisbane on the 18th July brought together over 90 representatives of health services across Australia and New Zealand to discuss key staffing issues. The meeting in July highlighted the difficulties that health services face in trying to align medical staffing to an Activity Based Funding model. There is no textbook to answer the key question of “How many medical staff should we have to run this clinical unit?”
Participants in the July meeting agreed to work together to compare their current staffing structures to provide comparative benchmarking information. This meeting will focus on Emergency Department Medical Workforce Staffing only.
We are holding the next one-day workshop on Friday, 1 November in Melbourne at the Bayview Eden Hotel to compare practices for staffing Emergency Departments. We ask that each participating organisation provide staffing details from the month of June 2013 using the attached Excel spreadsheet, listing the worked and paid hours for each medical staff member in ED. We plan to merge this information with the reported ED activity for the month of June to look at comparative workloads. There is also a very brief pre-meeting survey in this document to learn about your ED rostering practices.
Who should attend? Your Director of Medical Services, ED Director, and Chief Financial Officer should plan to attend this important workshop. imperative that health services must live within their activity-based funding budgets. There was common recognition that little is known about the actual time spent by medical staff treating patients and other roles in addition to clinical work. This problem can be compounded by multiple sources of funding. Although complex, there was firm support that a new approach to medical workforce planning is required.
